Groundwork Lawrence (GWL) is proud to be a Massachusetts Community Development Corporation (CDC), which provides us with access to the Community Investment Tax Credit Program (CITC). Established by the Massachusetts Legislature, this program aims to spur more private donations to organizations engaged in community development. The credits enable donors to use CITC, which provides a 50% tax rebate on their Massachusetts taxes.

This year, we received $225,000 in credits, which are available to individuals, corporations, foundations, and even donor-advised funds (DAFs).

How does CITC work?

If you donated $1,000 or more to GWL as either a one-time gift or multiple gifts over the 2025 calendar year (January 1 to December 31, 2025), then you may qualify for CITC, giving you a 50% credit on your Massachusetts taxes. You would simply reach out to confirm your eligibility, then complete an online application.

What is the process like?

The process is easy! If it is your first time utilizing CITC, we create an online login for you to access the CITC portal. If you have previously applied for CITC, even if through another organization, you can use the same credentials to log in again.

You complete a Part 1 application, sharing information about your gift and contact information, and, if you are a business, attach a Department of Unemployment Assistance (DUA) certificate. Once submitted, we receive an email notification, review your Part 1 application, and then complete a Part 2 verification form. The application is then reviewed and approved by the Executive Office of Housing and Livable Communities (HLC). This typically takes a few days to a couple of weeks. After being approved, you receive an email alerting you that your Tax Credit Certificate is available.

Who is eligible?

Any individual, corporation, foundation, or fund that donated $1,000 or more to GWL in calendar year 2025 is eligible. You do not have to live in Massachusetts to qualify for CITC – we simply provide you with an additional form and instructions for filing. Please note that DAFs may apply, but the credits go back to the DAF, not the donor or individual fund.

Why it matters!

CITC incentivizes greater giving by enabling people to access it, which essentially allows them to recover 50% of their gift as a tax credit or a refund if there is no tax liability.
